以兼具人文、休憩、生態之新市鎮會展交流中心為整體規劃主軸，建築物外觀以大跨度之輕巧屋頂造型，創造出都市核心意象，室內創造出多元性展演空間，周圍規劃生態休憩公園，提供參與藝文活動相關使用者，能有一個與大自然親近之機會，並將藝文與自然作整體結合，進而提升整體市鎮生活品質。
Overall planning called for a complex that would combine the functions of culture, leisure, and an eco new town exhibition and exchange center as the main drive behind its development. The exterior features a large span lightweight roof that defines the urban core image, while inside there is a multi-purpose open space for a variety of performances or exhibitions. This is surrounded by planned eco-recreational parks where people can participate in cultural events or simply feel close to nature and the arts. The overall feeling is of a mixture of arts and nature that serves to enhance the quality of urban life.
